This is a single source contract for the combined services for maintenance and cash processing from Pay and Display meters on behalf of Laois, Longford, Offaly and Westmeath and County Councils. 

The Contract commenced in July 2016 and had been previously held by UTS for four years.

The new Contract required the successful tender to integrate all meters (approximately 240) to be networked into a single Management Information System. This posed a significant challenge to UTS and we complied by replacing almost 100 3rd party meters with fully refurbished Parkeon STRADA meters enabling each local MRLA office to log onto the latest version of UTS / Parkeon SmartFolio© web hosted Management Information System.

 

The Cash in Transit, processing and banking element is carried out by G4S under the management of UTS with UTS being responsible for all accounting, reconciliation of funds and cash collection schedules

 

Regular meetings take place between UTS and the MRLA consortia. These meetings provide opportunity to review operations, discuss any issues and proactively deal with any potential problems.

 

UTS applied our expertise in servicing Pay & Display meters and invested in the contract both in terms of personnel and inventory. We have increased our Administrative Staff to manage the MRLA contract – in particular the CIT element.

 

The partnership between UTS and G4S has proven itself and much of the success of the performance of the contract is attributable to a good working relationship between staff in both Organisations. Regular communication ensures that meters are fully operational and cash boxes and keys are regularly serviced and maintained to eliminate problems arising from damaged boxes or keys being broken during cash collections.

G4S collection crews immediately alert all involved staff of any issues encountered during a collection so that corrective action can be taken immediately.

G4S crews are trained on an ad-hoc basis to ensure that they are familiar with the collection methods for the different models of meters.

 

By having all Parkeon meters we have reduced faults and unscheduled call-outs resulting in is by carrying out wholesale battery replacements – installing new correctly specified batteries on most of the meters has significantly reduced the faults and is a case of UTS applying their experience in proactively ‘engineering-out’ problems leading to an improved service.
