Project: Installation of Parking Meters in Northern Ireland from 2008 - 2012

In September 2008 Divisional Roads Department (DRD) in Northern Ireland re-introduced on street parking in line with out-sourcing the parking enforcement to NSL. Throughout the rest of the UK parking enforcement had already been divested from the duty of Police and operated by private contract.

The re-introduction of on-street parking followed from the success of the Good Friday Agreement and the Towns of Newry and Lisburn were selected for the first phase of the project, ultimately to be rolled out across the province


The Parkeon STRADA Evo I Pay & Display meter was selected as the ideal solution – it was well proven, robust, compact and Parkeon had the capacity to deliver the quantities needed in the timeframe agreed between Local Government and Roads Service.


UTS were tasked with managing the project. Working with DRD and NSL we agreed the tariff rates applicable to each Town and parking zone e.g. on street and off-street. Meters were fitted with coloured indicator boxes between the top of the meter and the solar panel so they could be easily identified relative to a particular tariff zone.


UTS arranged for the meters to be shipped to a depot in Northern Ireland. We then worked directly with the Client-appointed civil works contractor and machines were fully prepped and tested in the depot so that they were operational the moment they were bolted down.


As part of the contract UTS were mandated to take care of all faults whether inside or outside the terms of Manufacturer warranty. In addition UTS managed the ticket loading. The project was declared a complete success and welcomed by Residents and business owners in Lisburn and Newry as parking was finally regulated.


Following comparative analysis between manned kiosk car parks and Pay & Display it was decided to introduce Pay & Display into off street car parks - significantly increasing the number of Parkeon meters in the region.


UTS were also responsible for the commissioning and operation of the Parkfolio® remote management and back-office as well as the installation of regional workstations and local staff training.


Since 2008 to today there are 640 meters installed across the Province with 200 in Belfast alone. Each installation has been introduced in consultation with local stakeholders e.g. Residents and business owners.


While the Client now manages the day-to-day maintenance of the meters, UTS continue to manage all the back-office systems and work on an almost daily basis with NSL’s maintenance team to assist with software and tariff downloading.


Pending re-organisation of Regional Councils it is planned to expand pay parking to other Towns.
