Dublin City Council first introduced Pay & Display parking in March 1998 as part of a major parking strategy to out-source parking enforcement. Following a competitive tender process UTS were awarded the Contract and supplied Schlumberger / Parkeon type DG4 meters.

In the intervening years additional phases of meters were added and at a peak there were almost 1,200 machines. With the introduction of bus lanes, cycle-ways, The LUAS Tram Network and other projects, the number of machines has stabilised at around 1,000.

Following a tender in 2008, Dublin City purchased 350 UTS / Parkeon STRADA ‘Rapide’ meters to begin replacing their ageing estate of DG units. One of the features of the ‘Rapide’ meter that has proven very valuable is the electronic key system used to collect cash from the meters. Each key has a unique electronic signature that is logged on the back-office. Keys lost or stolen can be traced and blocked instantly without the need to visit each machine and undertake costly and time-consuming mechanical lock replacements.

Dublin City Council needed to continue to update their meters and decided to procure through an operating lease (similar to rental) and issued a tender in 2015 which was awarded to UTS.   

The decision to enter an Operating Lease Agreement followed a lengthy dialogue process of evaluation and comparative analysis and represented a new way of procurement by The Council.

A significant benefit of the UTS Operating Lease is The Council only pay a fixed cost regardless of circumstances for a complete package including infrastructure, maintenance, consumables, back office services and all repairs regardless of cause. This was a major advantage in the City’s decision in awarding this Contract to UTS. Other benefits are the fact that the meters are constantly updated with the most up to date technology as well as state of the art back office information with live transaction tracking.

The first phase of meters went into service in September 2015 with further phases added so that there are now 600 meters installed under the programme with the latest Parkeon STRADA PAL meters offering interactive colour screen and contactless card payments.   

Other Local Authorities are adopting the Operating Lease model as a means to control long-term cost without having a large up-front capital outlay and thereafter holding a depreciating asset.
